Amendment One
After losing 180,000 manufacturing jobs in just a few years, North Carolina needed a new economic development tool to attract businesses. Voters had twice rejected one promising option – self-financing bonds. Capstrat helped redefine the issue with a focus on job creation. This time, the statewide referendum was a success.
Amendment One faced misleading arguments from the opposition. We countered them with decisive buzz in TV, radio and print advertising. Add to that an advocacy strategy that garnered support from nearly 400 organizations and local governments statewide, and the result was a success 20 years in the making.
